At the cutting edge of the intersection between technology and human rights lies the controversial subject of freedom of expression, for everyone.
At ICCL we’re interested in balancing this fundamental right with other fundamental rights, such as the rights to be treated equally and to live a life free from discrimination. Our expert team has carried out research into ensuring that the internet becomes safe for everybody, while still respecting everyone’s right to express opinions, however controversial.
How to manage online hate speech?
It is generally understood by rights groups in Ireland that online platforms have failed to regulate content in a manner that upholds fundamental rights in Ireland. We recently made a submission to the Department of Communications when it conducted a public consultation about the regulation of online content. Read it here.
Read our statement on the Broadcasting Authority of Ireland’s very worrying proposals for content moderation, submitted to the same consultation: https://www.iccl.ie/news/statement-on-bais-proposals-for-internet-regulation/
In 2018 we made submissions regarding the proposed Digital Safety Commissioner Bill outlining, amongst other things, our concerns for freedom of expression. https://www.iccl.ie/news/statement-on-bais-proposals-for-internet-regulation/
