Claire McEvoy


Claire Mc Evoy is the Head of Policy and Research at the Irish Council for Civil Liberties. She was appointed in May 2024. Her work focuses on delivering ICCL’s research outputs across the areas of administration of justice, equality and discrimination, and democratic freedoms. Claire has over two decades of international experience in the realm of policy research and management, focusing on human rights protection, equality and non-discrimination, good governance and inclusive policy making.

Most recently she built up civic space protection as a core area of work at the OECD. She conceptualized and led work on the OECD's first flagship global analysis on civic space, providing guidance to 52 countries. Before this she worked as a research manager authoring, content-editing and commissioning dozens of analysis reports, advisories and evaluations for UN agencies (UNESCO, UNICEF, UN Women, UN OCHA), research institutes (Small Arms Survey, NOREF), and NGOs.
